The aim of this book is to highlight the crucial challenges the EU and its partners are facing within the framework of the European Neighbourhood Policy (ENP). The approach followed is of an interdisciplinary nature. Lawyers, economists, political scientists and experts of geopolitical and geostrategic issues have contributed to this book that is sub-divided into three parts, namely: 'transversal challenges', 'challenges in the Mediterranean and the Middle-East', and 'challenges in Europe and Eurasia'. The book focuses on the main challenges emanating from the debate that emerged during the process of the 2011 revision of the ENP, including the potential consequences of the uprisings in the Mediterranean countries. The main challenges for the EU will be to support democratic transitions, to contribute to the resolution of protracted conflicts in the area and to progressively define the model of economic co-development and integration of the Pan-Euro-Mediterranean Area.<BR> L'objectif de cet ouvrage est de mettre en lumiere les defis cruciaux auxquels l'UE et ses partenaires doivent faire face dans le cadre de la Politique europeenne de voisinage (PEV).
The Neighbours of the European Union s Neighbours
Should the European Neighbourhood Policy stop at the borders of the European Union’s immediate neighbouring countries? This book is the first full length study of the ’neighbours of the EU’s neighbours’, a concept originally introduced by the European Commission with reference to Saharan Africa, the Middle East and Central Asia. These regions in the EU’s broader neighbourhood are often perceived as an ’arc of crisis’ from which manifold challenges emanate for Europe. This timely book takes stock of the state of the EU’s cooperation with the neighbours of its neighbours and explores how the concept might help promote security, stability and prosperity beyond the countries which are formally part of the European Neighbourhood Policy. How can the EU create bridges between these regions? What instruments does the EU have at its disposal and how can it link them in order to respond to the challenges and overcome the current fragmentation? One of the conclusions is the suggestion to consider a pragmatic ’EU Strategy for the Neighbours of its Neighbours’ which addresses the needs of the broader EU neighbourhood in a more systematic and consistent manner and helps transform in the long run the ’arc of crisis’ into another ’ring of friends’.
The Foreign Policy of the European Union

The Third World Security Predicament
Subsequent chapters analyze the dynamics of interstate conflict in the Third World, the role of Third World countries in the international system, and, especially, the critical impact of the end of the Cold War on the Third World security problematic. Ayoob concludes with a set of explanations intended to help students, scholars, and policymakers decipher the continuing profusion of conflicts in the Third World and the trends and problems that will likely dominate well into the twenty-first century.
Combating Corruption Encouraging Ethics
In their second edition of Combating Corruption, Encouraging Ethics, William L. Richter and Frances Burke update this essential staple to delve deeply into the unique ethical problems of twenty-first century public administration. Combating Corruption, Encouraging Ethics offers both the depth demanded by graduate courses in administrative ethics and the accessibility necessary for an undergraduate introduction to public administration. The European Union in the World
Edited byThe European Union in the World: Essays in Honour of Marc MaresceauEdited by is dedicated to the academic career of Marc Maresceau, a world-renowned expert in EU external relations law and pioneer in EU enlargement and neighbourhood studies. With a special focus on the post-Lisbon legal framework of EU external action, the book builds further upon the implementation of the reforms initiated by the Lisbon Treaty to offer virtually all-encompassing analysis of EU external relations law by top-level specialists.
Compact Numerical Methods for Computers
This second edition of Compact Numerical Methods for Computers presents reliable yet compact algorithms for computational problems. As in the previous edition, the author considers specific mathematical problems of wide applicability, develops approaches to a solution and the consequent algorithm, and provides the program steps. He emphasizes useful applicable methods from various scientific research fields, ranging from mathematical physics to commodity production modeling. While the ubiquitous personal computer is the particular focus, the methods have been implemented on computers as small as a programmable pocket calculator and as large as a highly parallel supercomputer. New to the Second Edition Presents program steps as Turbo Pascal code Includes more algorithmic examples Contains an extended bibliography The accompanying software (available by coupon at no charge) includes not only the algorithm source codes, but also driver programs, example data, and several utility codes to help in the software engineering of end-user programs. The codes are designed for rapid implementation and reliable use in a wide variety of computing environments. Scientists, statisticians, engineers, and economists who prepare/modify programs for use in their work will find this resource invaluable. Moreover, since little previous training in numerical analysis is required, the book can also be used as a supplementary text for courses on numerical methods and mathematical software.
Focusing in particular on the European borders, this volume brings together an interdisciplinary group of academics to consider questions of immigration and the free movement of people, linking control within the state to the role of the police and internal security. The contributors all take as the point of departure the significance of European governmentality within the Foucauldian meaning as opposed to the European governance perspective which is already well represented in the literature. They discuss the relation between control of borders, introduction of biometrics and freedom. The book makes available in English an analysis of an important and politically highly charged field from a major French critical perspective. It draws on different disciplines including law, politics, international relations and philosophy.
